Principles

  • Sovereignty and Noninterference: Respecting the sovereignty of each participating country and refraining from interfering in their internal affairs.
  • International Law and UN Leadership: Commitment to international law and recognizing the United Nations as the central authority for matters of peace and security.
  • Role of Regional Organizations: Acknowledging the importance of regional organizations in addressing terrorism threats.
  • Prevention of Terrorism: Obligation for all states to prevent the organization, support, or toleration of terrorist activities and to ensure their territories are not used for terrorism or its planning.
  • National Interests: Taking into account national interests and priorities in counter-terrorism efforts.
  • Openness and Consensus: Promoting openness, information sharing, and decision-making based on consensus among the BRICS countries.
  • State Authority in Combating Terrorism: Recognizing the pivotal role of states and their authorities in combating terrorism while considering each country's unique circumstances.
  • Non-Political Use of Terrorism Issues: Rejecting the use of terrorist groups or counter-terrorism issues for political purposes.
  • Comprehensive Approach: Adopting a comprehensive approach to combat terrorism, addressing its root causes and conditions conducive to its spread.
  • Rejection of Double Standards: Opposing the application of double standards in counter-terrorism efforts.
  • Addressing Root Causes: Recognizing and addressing the conditions that facilitate the spread of terrorism and giving importance to countering extremism conducive to terrorism

Goals

  • Strengthen their unity in countering international terrorism and its financing.
  • Consider taking concerted measures against those involved in various aspects of terrorist activities.
  • Call on all nations to prevent their territories from being used for terrorist activities.
  • Reaffirm support for the central role of the United Nations (UN) in countering international terrorism and the full implementation of relevant UN Security Council resolutions.
  • Counter the global threat of terrorism in alignment with the UN Charter, UN Security Council resolutions, and international counter-terrorism conventions.
  • Enhance practical cooperation among security and law enforcement authorities, including information sharing.
  • Suppress the facilitation of terrorist groups by denying them access to resources, such as human, financial, or material support.
  • Strengthen border and customs controls to prevent the cross-border movement of terrorists.
  • Utilize the BRICS Counter-Terrorism Working Group for intelligence and information sharing on UN-listed terrorist organizations.
  • Work collectively to adopt a Comprehensive Convention on International Terrorism.
  • Prevent the geographical expansion of terrorism and address the threats posed by returning terrorists from conflict zones.
